The Balance of Media Power in Modern Russia

On Friday, September 29, 2023, The University of Texas at Austin’s Center for Russian, East European, and Eurasian Studies, Strauss-Clements Intelligence Studies Project, Global Disinformation Lab, and Moody College Center for Media Engagement hosted Anton Shingarev, a Russian media expert and government relations specialist. Mr. Shingarev provided his perspective on the balance of media power in modern Russia and explained the machinery and decision-making processes involved.

BIOGRAPHY

Anton Shingarev is a seasoned media and public relations professional, having held executive positions for two of the largest IT companies in Russia, Yandex and Kaspersky Lab. Mr. Shingarev’s professional journey boasts significant international experience, having worked for the United Nations and served on the advisory board of Europol. Before the war, he was also a visiting professor at the Higher School of Economics.

Mr. Shingarev holds a Bachelor’s degree in Political Science (2007) from the Higher School of Economics in Moscow and a Master’s in Media Management (2011) from the University of Westminster (London). He worked as a journalist and producer for various television stations before joining Kaspersky Lab in 2012, and was eventually appointed Vice President of Public Affairs. He then served as Vice President of Corporate Affairs for Yandex from 2020 until 2022. At both firms, he was responsible for developing and implementing strategic government relations communication initiatives, managing stakeholder relations, and advocating for the company’s interests at both national and international levels.
