ISP Tearline Team Partners with UT’s Asia Policy Program to Report on Chinese Construction of Police Training Facilities in the Global South 

In partnership with UT Austin’s Asia Policy Program (APP), ISP’s Tearline team published a report on Chinese construction of police training infrastructure in at least four countries — Nepal, Costa Rica, Samoa, and Uzbekistan — over the past 12 years. Construction of a police training facility is usually part of a wider, latticed outreach effort by Beijing to provide support for foreign countries’ police and internal security forces.

China’s police training infrastructure construction projects provide benefits to recipient countries and promote concepts of security aligned with Xi Jinping’s comprehensive national security concept and China’s Global Security Initiative. They promote China’s image as a major global security provider and are likely to reinforce alignment between Beijing’s security priorities and those of countries in the Global South.
